IIS 7.0 gives Internal Server Error 500.13

Symptom:

When accessing the ESM website, an internal server error of 500.13 is encountered.

Resolution:

The IIS URL Rewrite module needs to be installed.

It can be downloaded here: http://www.iis.net/downloads/microsoft/url-rewrite

After it is installed, restart the server.
